AIIMS Issues Ultimatum to Nurses for Registration with Delhi Nursing Council


NEW DELHI :- In a recent development, AIIMS, New Delhi, has issued a stern ultimatum to its nursing staff regarding registration with the Delhi Nursing Council (DNC). The directive, conveyed through an official order on Tuesday, emphasizes that failure to comply within one month will result in strict disciplinary actions.

The order mandates that all nursing staff at AIIMS, New Delhi, must register themselves with the DNC upon joining and ensure timely renewal of their registration thereafter. Non-compliance will lead to consequences, as stated in the circular. The institute has underscored the importance of valid and renewed registration for all nursing staff and pharmacists.

This move by AIIMS follows earlier objections raised by the nurses’ association, which contested the necessity of mandatory registration with the DNC, especially if nurses are already registered with nursing councils in their respective home states.

In response to these objections, AIIMS clarified its stance in the order. Citing the Indian Nursing Council’s regulations from 2019, AIIMS emphasized that registered nurses, auxiliary nurse midwives, and lady health visitors are required to obtain reciprocal registration when transitioning between state nursing councils. This clarification aims to address any confusion regarding the registration requirements for nurses at AIIMS.

However, the directive has sparked dissent among some members of the nursing community. The president of the AIIMS nurses union raised concerns, citing a potential violation of a Supreme Court order. They highlighted the plight of experienced nurses who have served at the institute for over three decades, expressing apprehension that these nurses may not meet the educational requirements mandated by the Delhi Nursing Council.

The conflicting viewpoints underscore the complexity of regulatory compliance within the healthcare sector. Eligibility Criteria: To be eligible for the UPCNET 2024 Exam, candidates must meet the following criteria:

  1. Age Limit:
    • Minimum age for admission is 17 years on or before 31st December 2024.
    • The maximum age limit for admission is 35 years for Unreserved (UR), OBC, EWS,SC and ST, however the maximum age for candidates with Physical Disability (PD/PwD) will be 40 years. (As per INC regulation)
  2. Nationality: Candidates from all over India, including NRIs, are eligible to apply.
  3. Medical Fitness: Candidates must be medically fit to pursue the desired nursing course.

B.Sc. Nursing Course (4 Years) Minimum qualifications for admission are as per INC Regulation: –

  1. Candidates with Science who have passed qualifying 12th Standard examination (10+2) and must have obtained a minimum of 45% marks in Physics, Chemistry and Biology (PCB) taken together and passed in English individually from any recognized board.
  2. In respect of candidates belonging to SC/ST/OBC the marks obtained in 3 core subjects shall be 40% instead of 45% for General Category candidates.
  3. English is a compulsory subject in 10+2 for eligibility for admission in B.Sc. Nursing.
  4. Candidates are also eligible from State Open School recognized by State Government and National Institute of Open School (NIOS) recognized by central government having Science subjects and English only.
  5. Color Blind candidates are eligible provided that color corrective contact lens and spectacles are worn by such candidates.
  6. The selection of candidates will be subject to medical fitness. No selected candidate will be permitted to join the course unless declared medically fit by the Medical Board appointed by the University.
  7. Married candidates are also eligible.

  3. If a candidate forgets their Registration Id number, they can click on “Forgot Registration Id Number” to receive their Unique Registration Id number on their registered mobile number via a SMS/EMAIL.
  4. Once the candidate has successfully logged into the CNET 2023 Applicant Dashboard, they will have to click on “Pay Fee for B.Sc. Nursing” button to pay the mandatory application fee
  5. On clicking the “Pay Fee for B.Sc. Nursing” button, the candidate will be redirected to an Online Payment Gateway to pay the Application Fee Online via a Debit Card / Credit Card/ Net Banking or UPI
  6. Candidates will receive a payment receipt upon a successful payment confirmation from the bank
  7. Once the payment is confirmed, the candidates will be able to see a “Fill Form” button to fill the application form

Once released, candidates will be able to access their NTA JEE Scores by logging into the website using their application number and date of birth.

In an official notice shared during the release of Paper 1 results, the NTA stated, “The NTA Scores for Paper 2A (B.Arch.) and 2B (B.Planning) for the JEE (Main) – 2024 Session 1 will be issued in the next few days.” It is reminiscent of last year’s schedule when Session 1 Paper 2 exam results were declared on February 28.

The NTA JEE Main 2024 paper 2 exam took place on January 24, 2024, in a single shift from 3 pm to 6 pm. According to official figures released by the NTA, a total of 74,002 candidates registered for the JEE Main 2024 paper 2 exams for session 1, out of which 55,493 candidates appeared. The overall attendance rate stood at 75 percent.

Complaints of Irregularities in MBBS and MD/MS Seats Allocation in Delhi

Authorities have been alerted to irregularities in the allocation of MBBS and MD/MS seats in Delhi, leading to a significant investigation. The Delhi Police have confiscated computers belonging to two senior officials at the National Medical Commission (NMC) as part of this investigation. Additionally, police have questioned several senior officials from medical colleges.Times of India had exposed large-scale irregularities in this matter. Now, Delhi Police have also confirmed the validity of these reports.

According to a senior police officer, inspections were conducted at the office of the Medical Assessment And Rating Board (MARB) at NMC’s Dwarka premises. This move aims to aid in preventing unauthorized access to the premises during the period when permissions were being granted to increase seats in medical colleges. In Dwarka, police confiscated computers used by Sameer Sinha (former Deputy Secretary, MARB-NMC) and Prabhat Kumar (former Under Secretary). Both officials were interrogated, during which they denied sending any emails. It is believed that besides the footage, Delhi Police have also requested original and certified copies of the public notices and permission letters issued by NMC. This comparison will be made with the individuals who received them.

The Investigation and Possible Expansions:

Police are investigating the involvement of several senior officials at NMC and 4-5 medical colleges. An officer disclosed that increases in seat allocations were made for MBBS, MD, and MS programs. One college was granted permission to increase MS seats in Ophthalmology from 5 to 10, MD seats in General Medicine from 7 to 24, and MS seats in ENT from 1 to 4. Police have not yet revealed the exact number of seats fraudulently increased in various colleges. Last August, discrepancies were discovered in permission letters, leading to an investigation by NMC and subsequent complaints filed with the police.

Under the IPC, complaints were lodged for criminal conspiracy and fraud, along with Section 66C of the IT Act. The primary complaint was filed by A.K. Singh, former Deputy Secretary, MARB-NMC. In his complaint, Singh stated that various medical colleges were issued fake permission letters through the official email ID (ds.marb@nmc.org.in). Internal investigations have refuted claims of sending such emails or issuing unauthorized permission letters. Another officer allegedly increased seat allocations for several colleges via NMC’s website. Last year in August, NMC issued a notice declaring these permission letters invalid. These letters were not issued by the members/chairman and were deemed fraudulent. The police are nearing the conclusion of their investigation and anticipate arrests soon. Police Commissioner Sanjay Arora is closely monitoring the case.
