एमबीबीएस डॉक्टरों से बॉन्ड पेनल्टी के रूप में 671 करोड़ रुपये एकत्र किए गए

गुजरात स्वास्थ्य मंत्री रुशिकेश पटेल ने हाल ही में खुलासा किया कि एमबीबीएस डॉक्टरों से ग्रामीण सेवा की अनिवार्यता पूरी न करने की स्थिति में बॉन्ड पेनल्टी के रूप में 671 करोड़ रुपये एकत्र किए गए हैं। यह जानकारी उन्होंने राज्य विधानसभा में प्रश्नकाल के दौरान साझा की। इसके अलावा, उन्होंने यह भी बताया कि ऐसे डॉक्टरों से और 270 करोड़ रुपये वसूले जाने की आशा है, जो अपनी शिक्षा पूरी होने के बाद एक साल तक ग्रामीण क्षेत्रों में सेवा नहीं करना चाहते।

गुजरात सरकार की नीति के अनुसार, सब्सिडी वाली चिकित्सा शिक्षा का लाभ उठाने वाले छात्रों को ग्रामीण क्षेत्रों में राज्य सरकार के स्वास्थ्य ढांचे में काम करने का वादा करने वाले एक बांड पर हस्ताक्षर करना होता है। बांड की शर्तों के अनुसार, यदि डॉक्टर अपने बांड दायित्वों को पूरा करने में विफल रहते हैं, तो उन्हें बांड जुर्माना के रूप में 20 लाख रुपये का भुगतान करना होगा।

राज्य सरकार ने इस नीति के तहत एक नई घोषणा की है, जिसमें डॉक्टरों को अनिवार्य सेवा की अवधि को दो साल से घटाकर सिर्फ डेढ़ साल कर दिया गया है। इसके अलावा, बांड से मुक्त होने के लिए छात्रों को एमबीबीएस के लिए 20 लाख रुपये और पीजी कोर्स के लिए 40 लाख रुपये का बांड शुल्क देना होगा। यह नीति उन छात्रों पर लागू होती है जो बांड की शर्तें पूरी नहीं करना चाहते।

Complaints of Irregularities in MBBS and MD/MS Seats Allocation in Delhi

Authorities have been alerted to irregularities in the allocation of MBBS and MD/MS seats in Delhi, leading to a significant investigation. The Delhi Police have confiscated computers belonging to two senior officials at the National Medical Commission (NMC) as part of this investigation. Additionally, police have questioned several senior officials from medical colleges.Times of India had exposed large-scale irregularities in this matter. Now, Delhi Police have also confirmed the validity of these reports.

According to a senior police officer, inspections were conducted at the office of the Medical Assessment And Rating Board (MARB) at NMC’s Dwarka premises. This move aims to aid in preventing unauthorized access to the premises during the period when permissions were being granted to increase seats in medical colleges. In Dwarka, police confiscated computers used by Sameer Sinha (former Deputy Secretary, MARB-NMC) and Prabhat Kumar (former Under Secretary). Both officials were interrogated, during which they denied sending any emails. It is believed that besides the footage, Delhi Police have also requested original and certified copies of the public notices and permission letters issued by NMC. This comparison will be made with the individuals who received them.

The Investigation and Possible Expansions:

Police are investigating the involvement of several senior officials at NMC and 4-5 medical colleges. An officer disclosed that increases in seat allocations were made for MBBS, MD, and MS programs. One college was granted permission to increase MS seats in Ophthalmology from 5 to 10, MD seats in General Medicine from 7 to 24, and MS seats in ENT from 1 to 4. Police have not yet revealed the exact number of seats fraudulently increased in various colleges. Last August, discrepancies were discovered in permission letters, leading to an investigation by NMC and subsequent complaints filed with the police.

Under the IPC, complaints were lodged for criminal conspiracy and fraud, along with Section 66C of the IT Act. The primary complaint was filed by A.K. Singh, former Deputy Secretary, MARB-NMC. In his complaint, Singh stated that various medical colleges were issued fake permission letters through the official email ID (ds.marb@nmc.org.in). Internal investigations have refuted claims of sending such emails or issuing unauthorized permission letters. Another officer allegedly increased seat allocations for several colleges via NMC’s website. Last year in August, NMC issued a notice declaring these permission letters invalid. These letters were not issued by the members/chairman and were deemed fraudulent. The police are nearing the conclusion of their investigation and anticipate arrests soon. Police Commissioner Sanjay Arora is closely monitoring the case.

मेडिकल छात्रों की आत्महत्या और पढ़ाई छोड़ने के मामले पर राष्ट्रीय चिकित्सा आयोग (एनएमसी) द्वारा प्रस्तुत आंकड़े चिंताजनक हैं। पिछले पांच वर्षों में कम से कम 122 मेडिकल छात्रों की आत्महत्या हो गई है, जिसमें से 64 एमबीबीएस छात्र और 58 स्नातकोत्तर पाठ्यक्रमों के छात्र शामिल हैं। साथ ही, 1,270 छात्रों ने पढ़ाई छोड़ दी है। इसके अलावा 2018 और 2022 के बीच 3 एमबीबीएस छात्रों और 155 स्नातकोत्तर छात्रों की आत्महत्या हुई।

Madhya Pradesh Alters Nursing College Rules Following CBI Scrutiny

In response to heightened scrutiny and findings by the Central Bureau of Investigation (CBI) flagging nearly half of the nursing colleges as ineligible, the Madhya Pradesh government has implemented amendments to the establishment requirements for such institutions. The decision comes amidst concerns over the authenticity and adequacy of infrastructure in many nursing colleges across the state.

Under the revised regulations introduced for the year 2024, the primary criterion for establishing a nursing college in Madhya Pradesh now mandates a minimum space of 8,150 square feet. This represents a significant reduction from the previous stipulation, which required a larger area of at least 19,060 square feet.

This alteration marks a departure from the standards set by the Indian Nursing Council, which advocates for a minimum space of 23,720 square feet, along with other essential facilities such as designated faculty members, a canteen, library, and access to a 100-bed hospital.

A recent investigation conducted by NDTV underscored the glaring disparity between the regulatory requirements and the actual infrastructure of certain nursing colleges. For instance, the Savita Institute of Health Science, situated in Bhopal’s Data Colony, was found operating out of three modest rooms on a single floor of a residential building. This revelation raises concerns about the quality of education and training provided in such establishments.

In August, nineteen such institutes faced de-recognition following revelations of irregularities, prompting the state government to empower the CBI to conduct a thorough examination of all institutions registered in 2020/21. As a result of this scrutiny, nearly half of the inspected colleges (670 in total) were deemed ineligible for accreditation

In light of these developments, the state government’s decision to amend the establishment requirements for nursing colleges reflects a commitment to ensuring transparency, accountability, and adherence to regulatory standards in the education sector. It underscores the imperative of maintaining the integrity and quality of nursing education, safeguarding the interests of aspiring healthcare professionals and the broader public alike.

The state government had sought permission from the High Court to start the process of recognition for 2024/25 and this permission has been given.

Government asks private medical colleges to slash fees for 50% -Tamil Nadu

The state health department has told self financing medical colleges and deemed universities to charge fees on a par with government colleges for 50% of the seats. This means they should charge 13,610 a year, including a tuition fee of Rs 4,000, instead of 12 lakh. Tamil Nadu has 10,725 MBBS seats in 70 medical colleges 38 government, 19 self-financing colleges and 13 deemed universities. The state has the most government colleges, which charge one of the lowest fees. Until now admissions to deemed universities were merit based allotments by the directorate-general of health services. But these institutions don’t come under the fee fixation committee, unlike the self-financing medical colleges. Admission to self-financing colleges is done by the state selection committee. After the National Medical Commission sent guidelines in February, state health secretary P Senthil Kumar had conveyed this to the private institutions. “The colleges said they have moved court but, in the meanwhile, we have sent a letter to the fee fixation committee,”
