Bengaluru, August 13, 2024 — In a landmark decision, the Karnataka High Court has directed 17 private medical colleges in the state to surrender a significant portion of their MBBS seats from the NRI quota to the state government quota. This ruling comes as a result of a 2018 seat-blocking scandal, where these institutions were allegedly involved in illegal seat blocking activities.
The directive, issued by the Karnataka High Court on April 25, 2024, mandates that the colleges surrender a total of 212 MBBS seats to the state government for the current academic year. The decision follows disciplinary actions taken against these colleges, which included barring students from examinations by the Rajiv Gandhi University for securing seats through illegal means.
Transparency and Fairness Emphasized
The Directorate of Medical Education (DME) has been tasked with enforcing the court’s order. The DME has instructed the National Medical Commission (NMC) to ensure that these seats are excluded from the Medical Counselling Committee (MCC) counseling process and are instead added to the state government’s seat matrix.
Additionally, the DME has required the involved colleges to submit an undertaking that they will maintain transparency and fairness in their future admissions processes. This undertaking must include a commitment to base all admissions strictly on merit and to refrain from any seat-blocking or manipulative practices.
Consequences for Non-Compliance
The order also warns that failure to comply with these directives will result in punitive actions, including the potential for further reductions in the number of seats allocated to these colleges in the future.

NEET (UG) – 2024 में उपस्थित होने की पात्रता
एनएमसी और डीसीआई के संबंधित नियमों के अनुसार एनईईटी (यूजी) में उपस्थित होने के लिए पात्रता इस प्रकार है:-
उसने प्रवेश के समय 17 वर्ष की आयु पूरी कर ली है या स्नातक चिकित्सा पाठ्यक्रम के प्रथम वर्ष में प्रवेश के वर्ष 31 दिसंबर को या उससे पहले वह आयु पूरी कर लेगा।

विदेश में किसी विदेशी चिकित्सा/ दंत विद्यालय में स्नातक स्तर के चिकित्सा/ दंत अध्ययन को लेने का इरादा रखने वाले भारतीय नागरिक/ भारतीय अल्पसंख्यक नागरिक (OCI) को भी NEET (UG) का पात्रता परीक्षण पास करना होगा।
परीक्षा हॉल में पालन किए जाने वाले निर्देश

The Test pattern of NEET (UG) – 2024 comprises four Subjects. Each subject will consist of two sections. Important Points to Note:
For Section A (MCQs): To answer a question, the candidates need to choose one option corresponding to the correct answer or the most appropriate answer. However, if any anomaly or discrepancy is found after the process of challenges of the key verification, it shall be addressed in the following manner:
Correct answer or the most appropriate answer: Four marks (+4)
Any incorrect option marked will be given minus one mark (-1).
Unanswered: No mark (0).
If more than one option is found to be correct then Four marks (+4) will be awarded to only those who have marked any of the correct options.
If all options are found to be correct then Four marks (+4) will be awarded to all those who have attempted the question.
(iii) If none of the options is found correct or a Question is found to be wrong or a Question is dropped then all candidates who have appeared will be given four marks (+4) irrespective of the fact whether the question has been attempted or not attempted by the candidate.
For Section B (MCQs): Candidates need to attempt any 10 Questions out of 15 Questions given. In the event if a candidate has attempted more than 10 questions, only the first 10 attempted questions will be considered for evaluation. There will also be negative marking for Section B. However, if any anomaly or discrepancy is found after the process of challenges of the key verification, it shall be addressed in the following manner:

Incorrect Answer: Minus one mark (-1)
Unanswered: No mark (0).

Eligibility to appear in NEET (UG) – 2024
Eligibility for appearing in NEET (UG), as per related Regulations of NMC and DCI are as follows:-
He/she has completed 17 years of age at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year of the Undergraduate Medical Course.

Upper age limit: As per Letter No. U-11022/2/2022-UGMEB, dated 09 March 2022 received from National Medical Commission (NMC), Under Graduate Medical Education Board (UGMEB) regarding the upper age limit, there is no upper age limit.
Indian Citizens/ Overseas Citizens of India (OCI) intending to pursue Undergraduate Medical Courses in a foreign Medical/ Dental Institute also need to qualify for NEET (UG).
Instructions to be followed in the Examination Hall
The Examination Centre will be opened two (02) hours before the commencement of the test. No candidate shall be allowed to enter the Examination Centre after 1:30 pm. Therefore, candidates must ensure that they leave home well in advance considering all facts like traffic, location of the Centre, weather conditions, etc. Candidates are expected to take their seats immediately after the opening of the Examination Hall.
